A pipeline, not an opinion. Each stage has an explicit exit condition, and a venue that fails one never reaches a rating.

FIRVELO does not simply list ten famous exchanges. Every venue must clear an eligibility gate — local availability, evidence depth and freshness — before it receives a country rating at all. Venues that fail the gate still appear in the assessed directory with their status and reason.
